Oregon Department of Transportation Congestion Road Pricing and Tolling

The Oregon legislature directed the Oregon Transportation Commission (OTC) to develop tolling policy recommendations so that if the State decides to pursue tolling, it will have a consistent framework and foundation on which to develop, implement and evaluate potential projects. EDR Group (now EBP), under subcontract to Parametrix, Inc. prepared a series of white papers and guides for economic analysis of congestion impacts and congestion pricing policies. 

These included 1.) the economic evaluation of improved transportation system reliability under both priced and non-priced management methods, 2.) the economic comparison of transportation system alternatives under both tolled and untolled congestion management, 3.) the economic assessment of tolling schemes for congestion reduction and 4.) a benefit-cost assessment guidebook for evaluating proposed highway tolling and pricing options. These papers and guides are part of a series of documents designed to address ODOT's objectives to relieve roadway congestion, enhance freight truck movement, reduce greenhouse gas and improve air quality.
