Late Shift Workers: Their Needs and the Economy
For the American Public Transportation Association (APTA), EBP (formerly EDR Group) partnered with Foursquare ITP to author a report for APTA assessing the importance of public transit for the late-shift economy. The report, "Late Shift Workers: Their Needs and the Economy," published in September 2019, details what the late-shift is, who works the late-shift, why public transit is important to late-shift workers, and how public transit agencies can work with policymakers and the business community to address late-shift commuting needs.
EBP analyzed Census Public-Use Microdata Sample (PUMS) data in combination with IMPLAN analysis to estimate the wages and sales generated by late-shift transit commuters. The firm also interviewed transit agencies and employers to develop case studies illustrating the role of public transit in serving late-shift workers in cities across the United States. During the study, EBP documented the demographics of late-shift transit commuters and the industries they work in, as well as how these industries are projected to grow in the future. The report highlights how demographics and commuting behavior of late-shift workers differ from those of daytime workers and discusses the expected benefits of improving public transit options for late-shift workers, including travel cost and time savings for workers, improved access to late shift workers for employers, and safety improvements.
