Incentives & Investment Attraction: A Review of Edmonton Metro-Region’s Competitive Position

For Edmonton Global, EBP produced a timely policy paper that explores the design and use of incentive programs intended to attract investment. The purpose is to educate policy and decision-makers in government and other local partners, and to help inform, focus, and support Edmonton Global in its advocacy work. 

The paper provides a description of the corporate site selection process, and an overview of effective investment incentives; when, why, and how they are used.  It examines the region's competitive advantages and disadvantages, and how these might be addressed through programs. The paper includes a look at the incentive tools used by similar jurisdictions, and a discussion of the framework of tools currently possible under current Alberta law (MGA.)  It concludes with recommendations for the region's specific target sectors.
