EBP’s Analysis for APTA Plays Key Role in Transit Funding Provision of Newly Signed American Rescue Plan

On March 11, 2021, President Biden signed the American Rescue Plan Act into law, including $30.5 billion for public transit agencies. Transit agencies have been hit hard by the pandemic, with a loss of fare revenue, as well as declines in other revenue sources, such as state and local taxes.

EBP, on behalf of the American Public Transportation Association (APTA), developed forecasts and provided technical documentation of projected revenues and costs for public transit agencies through 2023. APTA provided this evidence to Congressional leadership and President Biden to ensure that the public transit industry’s needs were addressed in the emergency funding bill. The funds from the American Rescue Plan Act will help ensure that large and small public transit agencies across the nation can continue to provide service to essential workers as the pandemic persists. Moreover, the federal support provides transit agencies the funding they need to support the recovery as workers in all sectors are able to work and meet in-person again. EBP is proud to have contributed to the efforts culminating in this critical legislation.
