Community Choice Aggregation Program in Alameda County

For the Alameda County Planning Department, EDR Group (now EBP) was part of a consulting team with MRW & Associates and Tierra Resource Consultants, in developing a feasibility and technical study for a 'Community Choice Energy' program for municipalities in Alameda County, California. 

The program, based upon its design, would have the County purchase or self-generate lower carbon-emitting energy typically through existing renewable capacity inside or outside the county, invest in their own renewable generation, and deploy additional energy-efficiency. An element for consideration is job impacts electric rate changes under the CCE and from changes in investment related to new in-county renewables, energy efficiency, and the potential displacement of Union jobs related to existing electricity generating units and transmission/distribution infrastructure. EDR Group developed the dynamic jobs impact forecast.
