MassDOT Economic Impact Study

For the Massachusetts Department of Transportation (MassDOT), EBP (formerly EDR Group) developed a robust methodology for economic impact evaluation to measure the benefits of potential transportation investments in the Commonwealth. The methodology must be defensible, transparent, and data-driven.

EBP reviewed the existing scoring system and presented best practices based on a review of project prioritization in other states. The firm also assessed and documented state and municipal-level data sources related to the economic impact of transportation projects in Massachusetts. EBP also conducted a comprehensive engagement process with internal and external stakeholders. This included focus groups throughout the state, interviews, and an online survey. Based on the review of data and the findings from the public engagement, EBP produced a set of candidate criteria and factors for economic impact evaluation.

Using tools including 1,000 Minds, EBP led a panel of MassDOT experts in the selection of criteria. Based on this process, the firm produced a set of methodologies for economic impact evaluation of transportation investments.
