Rural Accessibility Metrics

For the Appalachian Regional Commission (ARC), EBP (formerly EDR Group) is leading a research study to define and assess accessibility across a region of 13 states and 420 counties. A foundational aspect of ARC has been to reduce the historic lack of access to opportunities in the region. While the construction of highways and access roads has improved accessibility throughout the region, access disparities remain in many areas. EBP is working with ARC to define the kinds of accessibility where residents, businesses, and agencies still sense the greatest need for improvements. This includes access to jobs, education, broadband, and medical care. The framework also addresses the need for composite multimodal metrics that account for vehicle availability in rural areas. EBP is developing methodologies to measure those types of access and demonstrate their application.
