Stamford Transportation Center, Build Grant (Benefit-Cost Analysis)

EDR Group (now EBP) estimated the benefits and costs of modernization investments at the Stamford, CT rail station on the New Haven Line between New Haven, CT, and Grand Central station in New York City. 

The data sources, assumptions, and methods used in the analysis to evaluate the effects of the project were developed in conjunction with CDM Smith and the Connecticut Department of Transportation.  The benefit cost analysis was prepared per U.S. DOT Benefit-Cost Analysis (BCA) Guidance for Applicants for BUILD Grants published in June 2018 and in reference to OMB Circulars A-4 and A-94.  EDR Group assessed baseline conditions involving the current repair and rehabilitation investments for this station and evaluated a more comprehensive program of complete replacement and modernization, including revised passenger flow and management.
