US 219 Planning Study (Benefit-Cost Analysis)

The study utilized data from travel demand models of Maryland and Pennsylvania and safety analysis conducted by Maryland State Highway Administration to estimate economic benefits expected to occur over time. This information was used in conjunction with capital and maintenance cost estimates to determine a discounted benefit-cost ratio to inform a potential INFRA grant application. EBP produced a report summarizing the analysis as well as a comparison memo, which described differences in findings between this analysis and a prior analysis conducted for the Appalachian Regional Commission (ARC). The 2017 analysis completed for ARC evaluated the benefits of this segment of road as part of the longer "Corridor N", part of the Appalachian Development Highway System (ADHS).
