On behalf of the Mark Twain Regional Council of Governments (MTRCOG) in northeastern Missouri, EBP provided technical assistance for the completion of the U.S. Route 54 Shared Four-Lane BUILD application benefit-cost analysis.
With only two lanes of traffic, poor visibility for passing, and increased traffic flow, U.S. Route 54 is a currently safety hazard for slower moving farm vehicles. Giving travelers the option to safely move around slower moving vehicles in a passing lane not only increases the safety of all travelers, it also increases the efficiency of transportation along the route. EBP used U.S. DOT guidelines and crash modification factors to translate these benefits to a compelling economic argument for completing the shared four-lane roadway improvement. Work included data collection, the completion of a BCA analysis tool, and final review of MTRCOG's BUILD application.
